In recent years, the number of anti-corruption cases in the medical field across the country has continued to rise, with many individuals involved suspected of job-related crimes due to accepting kickbacks, commercial bribes, procurement corruption, and other behaviors. Lawyer Dong Xiaohua focuses on the issue of "corruption in the medical field" and, based on multiple typical cases he has handled, explores in depth the legal recognition of clinical department directors as special entities with dual identities in accepting bribes. The focus is on distinguishing between their use of medical convenience and official convenience, as well as clarifying whether it belongs to the crime of non-state personnel bribery or bribery. Through in-depth analysis of key nodes such as the scope of authority of department heads, the nature of administrative duties, and the authority of medical behavior, we can accurately grasp the substantive legal relationships from the complex legal facts. In addition, the lawyer also shared the analytical framework and defense approach adopted by the team in handling such cases, providing valuable practical experience for the attendees.

This seminar conducted in-depth analysis and interpretation of the 12th Amendment to the Criminal Law from multiple levels, dimensions, and fields, demonstrating practicality, theoretical rigor, and foresight. This not only provides valuable reference for legal practice work, but also contributes wisdom to the development of legal theory. With warm applause and high recognition from the attendees, the seminar focused on "anti-corruption of private enterprises and the application of the 12th Amendment to the Criminal Law" was successfully concluded.
