Gao Peng's Response to the Eurasian Steel Rolling Guarantee Investigation Achieved Excellent Results

2019 08/12

On August 8,2019,the Eurasian Economic Union released its final findings on the safeguard investigation of imported flat rolled steel, adopting a one-year quota form safeguard measure for imported hot rolled steel, imposing a 20%safeguard tariff on imported hot rolled steel that exceeds the quota, but granting exemptions for related products exported by Chinese enterprises.

In this case, our senior partner,Lawyer Qian Wenjie, represented the China Iron and Steel Industry Association and its member enterprises in the industry non damage defense. After a year of efforts,we have achieved good response results for the entire industry.During the period of responding to the lawsuit,we collected a large amount of information to prove that the three major departments of hot rolling, cold rolling, and coated steel rolling in Europe and Asia are operating well, making significant profits, and have not suffered any damage or threat of damage. At the same time,we actively coordinate with Eurasian importers and end users to provide relevant evidence to prove that there are significant differences between some Chinese products and products produced in Eurasia, complementing rather than competing with each other. In this case,if safeguard measures are taken for Chinese products,it will seriously affect the interests and sustainable development of downstream users.

Against the backdrop of the current prevalence of trade protectionism led by the United States and frequent trade investigations initiated by the Eurasian Economic Union against China, the success of this case has not come easily. This is also the result of many Chinese enterprises involved in the case being united and actively responding to the lawsuit under the careful organization of the Iron and Steel Industry Association.
