Multiple Lawyers from GP Partners Law Firm Appointed as Arbitrators of Hainan International Arbitration Court
Recently, Hainan International Arbitration Court officially announced the list of arbitrators for the new term. Three lawyers from GP Partners Law Firm have been successfully appointed by virtue of their profound professional qualities, rich practical experience and good industry reputation, namely Lawyer Wang Haiyang, Senior Partner of the Beijing Head Office, Lawyer Cai Shiming, Partner of the Shanghai Office, and Lawyer Fu Wenyi from the Vietnam Office. Lawyer Wang Haiyang, Lawyer Cai Shiming and Lawyer Fu Wenyi have been appointed as arbitrators of the new term officially announced by Hainan International Arbitration Court.
He is a Senior Intellectual Property Professional and the head of the Seed Industry Legal Service Team. He is mainly engaged in seed industry intellectual property research and legal services, anti-monopoly and anti-unfair competition legal research, administrative dispute resolution, and handling of civil-administrative-criminal cross cases. He concurrently serves as a Research Fellow of the Institute of Agricultural and Rural Rule of Law, Jilin University, a Director of the Science and Technology Law Research Association of Beijing Law Society, a Visiting Professor of Tonghua Normal University, and an arbitrator of Weifang Arbitration Commission. He is also appointed as a member of the Legal Service Group of China Seed Association, an expert in the Beijing Intellectual Property Expert Pool, Hainan Intellectual Property Expert Pool, Dalian Intellectual Property Expert Pool, Sanya Intellectual Property Protection Center Expert Pool, Hulunbuir Intellectual Property Expert Pool, and Shangrao Intellectual Property Expert Pool. He has published the monograph A Complete Guide to Seed Legal Practice: 145 Practical Q&As and Detailed Explanations of 38 Typical New Plant Variety Cases, co-authored Interpretation of the Administrative Penalty Law of the People's Republic of China and Analysis of Typical Cases, and participated in the compilation of Legal Handbook for the Protection of New Plant Varieties and Annual Report of China Intellectual Property Lawyers.
He graduated from the Department of Law, Fu Jen Catholic University (Taiwan, China), and obtained his Master of Laws degree from East China University of Political Science and Law in Shanghai. He has served as an arbitrator in many arbitration institutions in Shanghai and Nanjing for many years. At present, he is the head of the Taiwan-related Business Team of GP Partners Shanghai Office. Lawyer Cai has held positions in non-governmental institutions and associations across the Taiwan Straits for many years, and is one of the Taiwan legal professionals who engaged in legal services for Taiwan businessmen and compatriots in the Chinese mainland at an early stage. Lawyer Cai provides communication and services for people across the Taiwan Straits, promotes exchanges and interactions between legal professionals and young people on both sides, and enjoys a certain popularity in the industry and across the Taiwan Straits.
Fu Wenyi is a Doctor of International Law from Wuhan University, who once conducted exchanges at the Swiss Institute of Comparative Law and participated in the United Nations International Law Training. She is also an associate professor in a university, combining legal research and practical experience. She has been deeply engaged in the fields of international trade and international investment for more than 10 years, involving hydropower, photovoltaic, pharmaceutical and other industries. She is good at combining legal and commercial thinking to handle arbitration and mediation disputes, and has adjudicated more than 20 commercial cases. She concurrently serves as an arbitrator of many domestic and foreign arbitration institutions and a commercial mediator of the China Council for the Promotion of International Trade. She was selected as the Sixth Session of Leading Talents of Foreign-Related Lawyers in Guangdong Province, and is an expert of the South Asia and Southeast Asia Legal Service Center of the China Council for the Promotion of International Trade. She has participated in the compilation of a number of national planning textbooks and professional works, and presided over and participated in a number of provincial, ministerial and national-level projects. Her working languages are Chinese and English.
Hainan International Arbitration Court is the only civil and commercial arbitration institution in Hainan Province established in accordance with the law by the People's Government of Hainan Province on May 21, 1996. It is also the only provincial-level arbitration institution outside the four municipalities directly under the Central Government. In 2025, the institution was successfully selected into the first list of first-class international arbitration institutions cultivated by the Ministry of Justice.
