On August 2,2025,the grand 15th Anniversary Celebration of Gaopeng(Nanjing)Law Firm and Symposium on the Supervision Law was held,gathering elites from all walks of life to witness this significant moment.

"Water does not strive to be first,but to flow endlessly"

Fifteen years ago,Beijing Gaopeng(Nanjing)Law Firm,with passion and dedication to the rule of law,rooted itself in the land of Jinling(Nanjing).Over these 15 years,we have taken the law as a sword and justice as a shield,overcoming obstacles in countless cases and safeguarding social fairness and justice.From a fledgling practice to an industry leader,Gaopeng Nanjing has forged ahead,writing its own chapter of the rule of law with sweat and wisdom.

The celebration was opened and hosted by Lawyer Zhang Jinling,Director of the Management Committee of Gaopeng Nanjing.

At the celebration,Lawyer Cao Li,Director and Senior Partner of Gaopeng(Nanjing)Law Firm,reviewed the firm's development in his speech.From the initial difficult start to today's vigorous growth,every stage has embodied the efforts and dedication of all lawyers and staff.He stated,"To be a person,one should be like flowing water—never rushing to be first,never acting out of impatience,but steadily accumulating strength bit by bit.To do things,one should be like a mountain—not boasting of height,yet every inch is steady and solid.When those who come after look up,they see a backbone,not floating clouds."

Lawyer Wang Lei from Gaopeng's Beijing headquarters delivered a speech,extending warm congratulations to the Nanjing branch:"Fifteen years of Gaopeng Nanjing—with upright people and exquisite professionalism,standing out in Qinhuai!"

Mr.Sun Jinsong,a senior media professional and legal practitioner,also attended and delivered a speech.From a unique perspective,he elaborated on the important role of law in social development and the close connection between the media and the legal industry.He emphasized,"Law is not only a tool to maintain social order but also a force to promote social progress.We media professionals have a responsibility to convey the voice of the law,so that more people understand and respect it."

Director Cheng Guoqing of Nanjing Gulou District Bureau of Justice spoke highly of Gaopeng Nanjing's contributions to promoting the rule of law and expressed high hopes for its future development:"It is hoped that Gaopeng Nanjing will continue to leverage its professional advantages and contribute more to building a rule-of-law Nanjing."

At the celebration,Nanjing Audit University Law School and Gaopeng Nanjing signed a cooperation agreement.Leaders from both sides jointly unveiled the"Practice Teaching Base of the Law School(School of Discipline Inspection and Supervision)of Nanjing Audit University,"marking the in-depth integration of legal education and practice,and laying a solid foundation for cultivating more outstanding legal talents.

Symposium Session 1:Keynote Speeches

The symposium was hosted by Lawyer Yang Liu,member of the Management Committee of Gaopeng Nanjing.

Three speakers conducted in-depth discussions on the revisions and implementation of the Supervision Law.

Professor Sun Guoxiang from Nanjing University,with the topic"Key Spirits of the Revision of the Supervision Law and Related Issues in Implementation,"analyzed the background and core spirits of the revision.He noted,"The revision of the Supervision Law adheres to the concept of prudent empowerment and strict restriction of power.It not only grants necessary powers to supervisory organs,optimizes detention periods,and enriches the anti-corruption toolbox but also strengthens the management and supervision of the exercise of supervisory measures."

Professor Cai Daotong from Nanjing Normal University Law School focused on practical implementation issues after the revision,particularly the interpretation and application of bribery and corruption offenses.Through typical cases,he explained the application of revised legal provisions in practice in a simple and understandable way,sharing valuable practical experience with the audience.

Professor LüJiangao from Nanjing Audit University Law School,from an international perspective,discussed"Innovation in International Anti-Corruption Cooperation Mechanisms under the Background of the Revision of the Supervision Law and Its Implementation Regulations."He pointed out,"In the context of globalization,anti-corruption efforts require international cooperation and coordination.The revised Supervision Law provides a new mechanism for international anti-corruption cooperation and contributes Chinese wisdom to global anti-corruption endeavors."

Professor Chi Tong believed that the core value of the Supervision Law revision lies in:"This revision,guided by the 12-character principle of'centralized,unified,authoritative,and efficient,'has for the first time embedded'national supervision'into the socialist rule-of-law system with Chinese characteristics,pushing China's rule-of-law anti-corruption to a new height."

Lawyer Yang Dong stated:"The revision of the Supervision Law has put forward higher requirements for lawyers'professional work.With the expansion of legal interpretation and the lowering of evidence standards,lawyers need to continuously learn new laws and regulations and improve their professional competence to better handle complex legal issues."

Lawyer Zhou Dongsheng pointed out that in the past,investigations into duty-related crimes often relied on"certain opinions"instead of formal legal sources.This revision has for the first time clarified"legal sources"such as supervisory regulations and supporting interpretations,ensuring that investigation,prosecution,and trial all have written legal basis.Additionally,he emphasized the application of Article 55 of the Criminal Procedure Law.

Lawyer Dong Xiaohua concluded with frontline"tactics":"In duty-related crime cases,we must'strike'accurately—locking in the objective evidence chain;and negotiate skillfully—using strikes to promote negotiations and negotiations to promote reform."

Lawyer Li Wei discussed the impact of the Supervision Law revision on lawyers'practice environment:"Institutional changes may not have loosened,but we lawyers must adhere to our original aspiration.What we safeguard is not only procedures but also social confidence."

In the Q&A and exchange session,the atmosphere was lively.The audience actively raised questions,and the guests answered patiently.Sparks of ideas collided in communication,and the light of wisdom shone in discussions.
