On the afternoon of March 12, 2025, Lawyer Wang Haiyang, Senior Partner, Senior Intellectual Property Specialist, and Member of the Legal Service Team of China Seed Association at Gaopeng Law Firm, was invited by the Science and Technology Development Center of the Ministry of Agriculture and Rural Affairs to participate in the "Sino Japanese Expert Exchange Seminar on Plant New Variety Protection". The seminar discussed the signing of a memorandum of cooperation on plant new variety protection between China and Japan, and the attending experts put forward feasible suggestions from multiple dimensions such as international situation, cooperation history, demand analysis, potential impact, textual rationality, and textual legality.

Li Yan, Secretary of the Party Committee of the Science and Technology Development Center of the Ministry of Agriculture and Rural Affairs, attended the meeting. Secretary Li pointed out that strengthening international cooperation in the protection of new plant varieties and actively playing China's role as a major country in the field of variety protection are of great significance. We should carefully analyze the content of the agreement, the demands and concerns of both parties, and actively voice China's voice in cooperation negotiations with foreign intellectual property organizations to promote mutually beneficial cooperation and achieve win-win development.
