On April 18, 2025, the Ukrainian Inter Departmental International Trade Commission (Ukrainian: Міжвідомча комісія з міжнародної торгівлі， English: Interdepartmental Commission on International Trade) has made a final affirmative determination on anti-dumping and decided to impose anti-dumping duties on steel, aluminum and steel aluminum radiator products originating in China and Türkiye. The investigated products are related to Ukrainian customs tariff No. 7322 19 00 00, 7615 20 00 00, 7616 99 10 00 and 7616 99 90 00. Among them, a private radiator manufacturing and exporting enterprise in Yongkang City, Zhejiang Province represented by Gaopeng Law Firm obtained the relevant anti-dumping ad valorem tax rate in the final determination of this case, which is the lowest tax rate among all Chinese responding enterprises, lower than the general anti-dumping tax rate applicable to Türkiye enterprises in the same case, and also the lowest global tax rate in this case.

This case is led by Lawyer Jiang Liyong, Senior Partner of Gaopeng. The lead lawyers are Yao Mingyue and Lawyer Qin Yi, and international trade consultant Dai Ke participated in some of the work.


Although this case occurred against the backdrop of the ongoing Russia Ukraine war and tense situation, the Ukrainian investigative authorities strictly followed the law in all investigation procedures except for written comments replacing on-site hearings. The anti-dumping investigation procedure in Ukraine is known for its complexity, with a wide range of official questionnaire contents (approximately 41 forms need to be filled out in this case), high correlation between forms, complex cross checking relationships, frequent supplementary questionnaires, and strict formal requirements (such as authorization letters requiring public authentication, and some forms requiring pasting under corresponding questionnaire questions). Faced with strict procedures, the Gao Peng legal team made every effort to submit a complete answer sheet and fully respond to supplementary questions. They also actively defended key issues such as the determination of normal value and the fair comparison between normal value and export prices, and made reasonable statements in the pre disclosure stage before the final ruling. Ultimately, the final ruling tax rate decreased by 0.24 percentage points compared to the pre disclosure result, a significant decrease of 18.7 percentage points from the initial ruling.

In this case, Gao Peng, on behalf of one of the Chinese mandatory responding enterprises, fought for the lowest anti-dumping tax rate among the responding enterprises for the client, which to some extent effectively ensured the stable development and continuous expansion of the client and related Chinese enterprises in the Ukrainian market. In the current international trade environment and the increasingly tense and complex geopolitical situation in some regions, obtaining the outcome of this case is particularly difficult.
