From April 23rd to 25th, 2024, Nagqu City and Linzhi City jointly held a training activity to enhance the capacity of ecological environment law enforcement teams in Linzhi City. As a former ecological environment law enforcement officer and environmental legal institution cadre, Lawyer Qiu is well aware of the pain points of ecological environment law enforcement on the Xizang Plateau. This lecture is themed on "Understanding the Application and Difficulties of the Measures for Administrative Penalties on Ecological Environment". On the basis of introducing the revision and changes of the Measures, the trainees summarized and shared the environmental law enforcement issues collected and sorted out in the process of providing legal services for environmental law enforcement departments.

Lawyer Qiu first introduced the background of the revision of the Measures, and then focused on explaining the ordinary procedures for ecological environment administrative penalties. From how law enforcement personnel should do a good job in investigation and evidence collection, especially how to confirm the illegal facts through on-site inspection (survey) records and inquiry records, to the importance of hearing and notification, how to carry out legal review and collective discussion correctly. Finally, he explained the difficult legal application issues such as multiple illegal acts, how to handle multiple legal provisions triggered by one illegal act, and the atmosphere of questioning and answering at the training site was lively.
