Seeds are the "chips" of agriculture, and protecting new varieties is protecting innovation.   The Hainan Zhonggai Guohao Free Trade Port Legal Research Center organized a professional lawyer team to compile legal regulations, practical cases, and relevant international rules related to the protection of plant new variety rights, forming the "Legal Manual for the Protection of Plant New Variety Rights". The book was recently officially published by Hainan Publishing House. Lawyer Wang Haiyang, a member of the legal service team of the China Seed Association and partner of Gaopeng Law Firm, was invited to participate in the writing.

The legal research and service in the field of seed industry and its intellectual property is a new characteristic business of Gaopeng. Since 2007, Wang Haiyang has been focusing on legal research and service in the agricultural industry, especially in the seed industry for 16 years.

In recent years, Lawyer Wang Haiyang has published a monograph titled "One Book of Seed Legal Practice: 145 Practical Questions and Answers and 38 Typical Cases of Plant New Varieties", co authored "Interpretation and Typical Case Analysis of the Administrative Penalty Law of the People's Republic of China", and participated in the compilation of "Handbook of Plant New Variety Rights Protection Law", "Annual Reports of Chinese Intellectual Property Lawyers (2021, 2023)", and "Agricultural Law Enforcement FAQ Series - Seed Industry Chapter", I also participated in the legislative research, drafting, and revision of laws and regulations such as the Seed Law, the Regulations on the Protection of New Plant Varieties, the Beijing Seed Regulations, the Interim Measures for the Protection and Management of New Plant Varieties in Hainan Free Trade Port (Trial), and the Regulations on the Review of New Agricultural Plant Varieties. Multiple opinions and suggestions were absorbed or adopted.

On March 14, 2019, Lawyer Wang Haiyang was invited by the Ministry of Agriculture and Rural Affairs and the Central Radio and Television General Station to participate in the CCTV2 financial program "3.15 Co governance, Sharing, and Reliable Consumption" integrated media live broadcast interview activity, where he popularized agricultural legal knowledge and common knowledge of identifying fake agricultural materials on site.
