On August 19, 2020, Gao Peng was appointed by the Beijing No. 1 Intermediate People's Court to act as the bankruptcy administrator of Beijing Aerospace Keqiang Science and Technology Development Co., Ltd. (hereinafter referred to as "Aerospace Keqiang" or the "Debtor"). AAfter Gao Peng took over the debtor, he found that the problem of unpaid wages of its employees was prominent, and a total of more than 3.8 million yuan was owed to dozens of employees (including migrant workers) in wages, compensation, compensation, etc., which seriously affected the lives of employees, intensified conflicts, and relevant employees collectively petitioned the State-owned Assets Supervision and Administration Commission, Aerospace Group, and courts. AAfter learning of the above situation, Gao Peng's management team coordinated efforts with Aerospace Group to take over the debtor one week later, on September 28, 2020 TThe first foreign debt of Aerospace Science and Technology was recovered on the same day, and the confirmation and publicity of the claims of all employees who were owed wages were completed. In order to protect the right to subsistence of employees, especially to solve the problem of arrears of wages owed to migrant workers, actively channel and resolve disputes, and to calm the emotions of the vast number of employees who are owed wages and maintain social harmony and stability on the occasion of the upcoming two festivals and the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, the management team of Gao Peng submitted the "Emergency Report on the Payment of Part of the Wages to Employees in Arrears" to the Beijing No. 1 Intermediate People's Court on the day of the payment, and did its best to communicate with the court, hoping that the court would grant permission. However, since the first creditors' meeting of Aerospace Keqiang had not yet been held at this time, there were certain flaws in the procedure of paying part of the wages to the employees who were owed wages, and the court reminded the administrator to pay attention to the relevant risks and informed the administrator to make his own decision. After fully considering the livelihood issues of employees and the priority of employees' claims, and comprehensively assessing the reasonableness, necessity and legality of paying part of the unpaid employees' wages, migrant workers' wages and compensation payments in advance before the first creditors' meeting, Gao Peng's management team resisted pressure and took risks, and took risks on September 30 and October 2020 On the 1st, part of the wages will be paid to all employees who are in arrears, and all wages and compensation payments owed to migrant workers will be repaid, so as to completely solve the problem of arrears of wages of agricultural workers, so that employees and migrant workers who are owed wages can spend the holiday with peace of mind.
